“My thoughts and prayers are with former Mayor Kenoi’s family and friends, who, as anyone who knew him can attest, number in the thousands. Billy, as he was fondly known, leaves behind him a legacy of improvements that will have Hawaiʻi Island residents and visitors enjoying themselves at county parks and beaches for decades to come.
